ATP Adapter Timing Out - IO Error: The Network Adapter could not establish the connection (Doc ID 2707766.1)

Symptoms

Getting the following intermittent errors while connecting from OIC to Oracle Autonomous Database:

Timeout has occurred after 600 seconds.oracle.fabric.common.FabricInvocationException: oracle.soa.api.invocation.InvocationException: com.bea.wli.sb.transports.client.SBTimeoutException: Timeout has occurred after 600 seconds.

Exception occurred while getting connection: oracle.ucp.UniversalConnectionPoolException: Cannot get Connection from Datasource: java.sql.SQLRecoverableException: IO Error: The Network Adapter could not establish the connection

NOTE: This is an intermittent issue seen while running multiple concurrent flows connecting to ADB using the ATP Adapter.
