OCI: How To Disable iSCSI Boot Parameters (Doc ID 2708063.1)

Goal

In some configurations iSCSI can cause problems during boot time, like causing near 15 minutes delay.

If the instance have a Paravirtualized Boot Volume, this procedure can be used.

Note that this procedure don't completely disable iSCSI, it just disables iSCSI during the initial boot (dracut or initramfs).
