Goal

Employee is able to edit completed goal even when the profile option HRG_COMPLETED_GOAL_EDIT_OPTIONS is set as Reopen. The Reopen button is not visible.

When Never, its not editable. As per 20C Oracle Docs, a reopen button should be visible.

Even if Drill down view is Yes, the same behaviour.
