PRC: SSP: User is unable to withdrawn and re-submit the requisition

Information in this document applies to any platform.
User is unable to withdrawn and re-submit the rejected requisition due to notification expiration settings.
User must be able to edit or withdraw if Purchase Requisition is rejected due to approval notification expiration.
The issue can be reproduced at will with the following steps:
1. Submit Purchase Requisition
2. Purchase Requisition sent to approver for approval.
3. Approver not approved the requisition, so it's rejected (notification expired after few days to Purchase Requisition Approval Notification Expiration Settings)
Note: If user try to edit rejected requisition as soon as they see the expiration notification then it works if it's same day.
4. Try to Withdraw OR Edit Rejected rejected requisition
