Unable to Create an Item Using a Deleted UPC/Item Number (Doc ID 2710314.1)

Symptoms

When attempting to create item using Xitem webservices the following error occurs

Steps to reproduce: 

1. For SKU A, delete the UPC say 'abc'.
2. Run the daily purge batch as part of nightly batch cycle.
3. The UPC gets deleted from Item Master table.
4. Use Xitem web service to create a new item with the same UPC number 'abc' assigned to a different SKU.
5. Verify the above message is displayed.
