Error when trying to add Information requested by Manager in Goal approvals (Doc ID 2710519.1)

Symptoms

When line manager requests for more information on goal approval, employee gets a notification (both bell and email).
However when go into goal (in the UI) and try to select > Your approver wants more info. see what's needed >  it comes with an error 'you do not have permission to access this information'
