Email Notifications Not Received From Open Project Exclusively - Email All, or New/Deleted Resource Assignments.

Email option in P6Web is not sending emails as expected.
The email does not get sent. There is nothing in the user's sent folder and the recipient does not receive any emails.
The issue can be reproduced at will with the following steps:
1. Login to P6Web as User1 to EPS/Projects, and highlight any project.
2. Next login as User2 to the same EPS/Projects, highlight project (step #1).
3. Next as User1 select Open > Open Exclusively.
4. Next as User2 select Open > Open Exclusively.
5. Result: "Users Currently in Projects" popup appears.
6. Select EMAIL ALL.
7. Result: Impacted user(s) never receives email notification.
