Why does user get Error - Planned effective date cannot be in the past. (EGO-2745243)?

Describe the Issue in Detail:

For today at 10:4 0AM, the date is selected as 9/15/20 10:41 AM, and error appears.

Only if time is entered for 7 hours in advance where the error does not display.
