Fusion Profile Management: Minimum proficiency level Is not visible In Job profiles (Doc ID 2711196.1)

When creating a model profile for a job, user can add competencies as expected. But when user want to add the minimum and maximum proficiency level, the fields are greyed out.
It was discovered that it needed to add at least one behavior so those greyed out fields can be populated.

Is that expected behavior?
