Wrong Tier Of Rate Table (Step/fixed) Is Picked When Attainment Is Negative For A Plan Component (Doc ID 2712054.1)

Symptoms

When attainment for a plan component with a step rate table is a negative value, then application picks up first tier of rate table which ranges between 0 to some value.
 

While it should show calculation error as rate for negative value is not present in any of the tiers of rate table.
 

This issue is observed particularly for step rate table.
