PROBLEM STATEMENT
---------------------------
When customer is trying to move the change order without revision control type to "Analyst Review" which is of Approval status,the following error occurs.

ERROR
---------
You cannot promote this change order to Interim Approval, Approval, or Scheduled status because one or more items does not contain changes. (EGO-2745466)

STEPS TO REPRODUCE
--------------------------
1. Goto applications
2. goto Product Management->Product Information management
3. Tasklist->Manage Change Orders
4. Search for existing Change Order with CO Number
5. Click on Change Order Hyperlink to Open
6. Actions->Save As
7. Select Change Type . Then Enter Number, Name and Description
8. Enable Effected Objects to Include in New Change Order
9. Click on Save and Edit
10. Change Status to Open from Draft
11. Save
12. Change Status from Open to Approval
13. Error Appears

EXPECTED BEHAVIOR
------------------------
User should able to submit the change Order for Approval successfully.
