HRG-3120072 Error when submitting a Performance Document that was re-opened (Doc ID 2713708.1)

On : version, Performance Management

When attempting to evaluate employee after re-opening a performance document,
the following error occurs.

The goal can't be modified because it is in a performance document which is frozen (HRG-3120072)

The issue can be reproduced at will with the following steps:
1. Re-open completed performance document
2. Log in as manager and evaluate
3. Submit document

This does not happen for all employees.
