How to edit the Functional Area Catalog (Purchasing) which is end dated (Doc ID 2714081.1)

Symptoms

User has created a catalog and then was trying to attach the functional Area catalog to it.
But the user was end dated having access to that catalog.

So , user is not able to view the catalog in the Manage Catalog UI screen.

Also, after the catalog is end dated, user is not able to create a new catalog.

STEPS TO REPRODUCE

Go to Setup and Maintainance > manage functional Area catalogs > Search for
the catalog > not able to view the catalog


Also , they are getting error when they are trying to create a new functional area catalog.

Attribute set for functionalAreaCatalog in Entity CatalogAM.oracle_apps_scm_productModel_catalogs_protectedUiModel_applicationModule_CatalogAm.CatalogVo failed
