Symptoms

ACTUAL BEHAVIOR
---------------
When converting a Pending Worker to New Hire, the Onboarding Checklist is not triggering when the new hire has a future start date.

EXPECTED BEHAVIOR
-----------------------
The Checklist should become active once the future date arrives.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Configure a Checklist to be allocated upon the Hire Action.
2. Convert a Pending Worker to New Hire with a future start date.
3. Once the date arrives, note that the checklist does not get allocated.
