PRC:PO: Destination Type Is NULL When In Edit Mode On Outside Processing (OSP) Purchase Order (Doc ID 2715436.1)

Symptoms

A Work order from manufacturing module is processed and a Requisition got created and approved for this OSP cycle.

When going to process the PO from process requisitions -- at the line level, the destination type is null
When user does a save and close PO in the incomplete Read Only Mode user sees work order destination type getting defaulted.

Steps to Reproduce
1. Create PO from OSP / Process Requisitions
2. When in Edit Mode, at the line level, the destination type is null
3. Save and Close the PO
4. PO in Incomplete Status
5. In Read Only Mode on the PO, at the line level, the destination type is displayed correctly.
