ACTUAL BEHAVIOR

UOM list of values isn't showing all the values when define item though UOM was defined in manage unit of measure task.

EXPECTED BEHAVIOR
-----------------------
UOM list of values should show the UOM when define item.

STEPS
-----------------------
1. Create unit of measure.
2. Create item.
