Messages Getting Failed/Stuck with Error "Data Source rib-<app>-managed-datasource is not active, cannot allocate connections to applications" (Doc ID 2716120.1)

Symptoms

Messages were not getting published and stuck in *_MFQUEUE tables with below errors in publisher adapter logs:

Error:

[Timer-33] ERROR com.retek.rib.app.getnext.impl.GetNextPublisherEjb - Rolling back the transaction.
com.retek.rib.binding.exception.PublishException: Unable to publish message to JMS.
