Is there any way to limit employee can be assigned as Delegate? (Doc ID 2716931.1)

In "Manage Delegates" (Expenses > (task)Manage Delegates), End user can assign Delegates.
Now, they can assign the following employees as Delegate.

- Legal employer is different.
- Business units associated with Role "Employee" (in Manage Data Access for Users) is different.
