When employees are paid for the first time this month, when submitting the Full Payment Submission (FPS) they are being flagged in error because they are missing the Starter Declaration details.

Trying to add the New Starter Declaration (NSD), the following error occurs:


The new starter declaration wasn't saved and the tax code wasn't updated. For further information, contact your payroll department. (HRX-1561890).

The issue can be reproduced at will with the following steps:
1. Search employee- go to calculation card.
2. Complete all fields : statutory deduction- save.
3. See error.
