Fusion Benefits: Effective-as of date on the Benefits Summary Page is defaulting to the next day and not current day (Doc ID 2717920.1)

Symptoms

ACTUAL BEHAVIOR
---------------
Query the benefit summary page for eg: after 8PM EST for an employee, the
Effective As-of Date is already the next day.

EXPECTED BEHAVIOR
-----------------------
Expect to see the same date as the system date when querying the benefits summary.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Benefit administrator
2. Enrollments
