Symptoms

Problem Description:

When following the steps in the following document to obtain a Job Offer ID in OTBI, the job offer ID's are all 0's and all other job offer information is blank or null:

Step-by-Step Example of How to Create a Custom Job Offer Letter Template

The user who is building the custom job offer template is not on the Offer Team for any requisitions and also does not have subordinates on the Offer Team. 

They can, however, view all Job Offers in the UI.
