When attempting to import using Inventory Transaction Import FBDI the following error occurs and record stuck in pending transactions

STEPS TO REPRODUCE
--------------------------
1. Download File Based Data Import Template for Transaction Import FBDI
2. Prepare Data for load and Generate CSV File
3. goto Applications
4. Tools->Scheduled Processed
5. Schedule New Process
6. Run ESS Job: Load Interface File for Import (Import Process: Create Inventory Transactions,Data File: Upload a New File)
7. Submit
8. Run " Manage Inventory Transactions"
9. Submit

EXPECTED BEHAVIOR

User should able to import onhand successfully using Inventory Transaction Import FBDI.
