STEPS

The issue can be reproduced at will with the following steps:
1. Customer is able to load independent value set values
2. But he is not able to Bulk upload dependent value-set values

 

Error: 

ERROR: Exception while inserting row with Value 8521 of ValueSetCode FA_MINOR_CAT : JBO-27024: Failed to validate a row with key oracle.jbo.Key[217858 ] in ValueSetEO_ValueSetValues_ValueSetVOToValueSetValueVO_ValueSetValueVO

ERROR: Exception during Import Process :oracle.jbo.RowValException: JBO-27024: Failed to validate a row with key oracle.jbo.Key[217858 ] in ValueSetEO_ValueSetValues_ValueSetVOToValueSetValueVO_ValueSetValueVO

oracle.jbo.AttrSetValException: JBO-FND:::FND_VS_VALUE_NOT_UNIQUE: <MESSAGE><NUMBER>FND-2894</NUMBER><TEXT>The value 8521 already exists. Enter a unique value</TEXT><CAUSE></CAUSE><ACTION></ACTION><DETAILS>In value set FA_MINOR_CAT and independent value NW, the value must be unique.</DETAILS><INCIDENT></INCIDENT></MESSAGE>
