External Rating Engine Fieldsets - Order Release Refnum Values Are Not Returned (Doc ID 2720400.1)

Symptoms

A Rate is configured with an External Rating Engine Fieldset that is configured to collect and send the following components:

- Order Release Reference Number Value
- Order Release Reference Number Qualifier

When another rate exists (one that fails to rate and not expected to be used), it is found that the above ERE Rate fails to collect the Order Release Refnum Data and send it to the External Engine.
