Symptoms

User is unable to update an existing Work Order's Quantity with Lot Number for a Standard Work Order using API: /fscmRestApi/resources/11.13.18.05/operationTransactions:

 
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create New Work Order in UI:
1.3. Search Process Name & Enter
1.4. Enter Quantity
1.5. Enter Primary output and Quantity
1.7. Status: Unreleased
1.8. Created Work Order
1.9. Work Method: Process Manufacturing
1.10. Update Operations: Validate Sequence , Items , Resources, Output
1.11. Update Work Order status to Released

2. Run API: /fscmRestApi/resources/11.13.18.05/operationTransactions
No error, but observe Lot Quantity is not updated
