Symptoms


It is observed that the Agents with Public Events are not getting triggered. 

STEPS
-----------
The issue can be reproduced at will with the following steps:
1. Agent with Event: Shipment_Created is active
2. Order planned either via bulk plan or show routing option and gets planned successfully
3. Agent is not triggered
