Customer following mandatory steps in 'Create Roles for Proxy Users' , but is unable to find "Customer Self Service Anonymous Users" role under Add Role Membership

The issue can be reproduced at will with the following steps:
1. Customer is following https://docs.oracle.com/en/cloud/saas/b2b-service/20c/faids/mandatory-setup-tasks.html#FAIDS2399235 for "Create Roles for Proxy Users"
In step 9 In the Role Hierarchy workspace, click the Add Role icon, and query for the Inherited Role name using the values from the previous table.
