On : 11.13.20.04.0 version, New Item Requests and Change Orders

Change order stuck in scheduled status because of rule getting failed

JBO-27004: Attribute set for completionDate in entity ItemEFF PrivateEO failed



STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a change order
2. Process the change order
3. Approve the change order
