Cannot Import Awards (Doc ID 2723132.1)

Symptoms

On : 11.13.20.07.0 version, File-Based Data Import


While Importing the award, we are getting following error.
The employee is active and has appropriate user role as well as he has Principal Investigator Role.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Import awards through FBDI

2. Got above error "The person <First name, Name> provided as the principal investigator isn't active in HCM as of <Award Start Date>."
