New OCI Oracle Linux 8 instance created from OCI image fail to update.

# dnf update

Error:
 Problem: cannot install the best update candidate for package oci-utils-0.11.3-6.el8.noarch
  - nothing provides python36-oci-sdk needed by oci-utils-0.11.6-8.el8.noarch
(try to add '--skip-broken' to skip uninstallable packages or '--nobest' to use not only best candidate packages)
