Oracle Fusion Recruiting Cloud: Error Sending Test Message: "This phone number is not owned by your account or is not SMS-capable" (Doc ID 2724225.1)

Problem Description:

When selecting to Send Test Message while configuring Messaging Providers, the following error is received:

The SMS message wasn't sent to the provider for delivery. Review the Test Message Info section for details. (IRC-1590585)

 Upon checking the error on the Twilio Site, it indicated:

This phone number is not owned by your account or is not SMS-capable
