Measurement sequence of a performance goal from the library is not the one displayed for the worker

The HR have created performance goals in the performance goal library and added multiple measurements to these goals. These measurements have been created to match the quarter of a year, so their label is Q1, Q2, Q3 and Q4.
From the performance goal library, the sequence is in alphabetical order as expected but when a worker adds a performance goal from the library containing there measurements = the sequence is strangely reverse, meaning you can find the measurements is this order: Q4 > Q3 > Q2 > Q1.

This is not the expected behavior and not the logical/alphabetical order.

Could you explain why the system does not respect what have been setup in the performance goal library and how it can be solved?
