OCI : Management Agent Status Reporting As Silent In OCI Console

Symptoms
Management Agent was deployed correctly in OCI (Oracle Cloud Infrastructure)
Case 1:
The agent status shows as Active (running) in the command line. Verified this from the "sudo systemctl status mgmt_agent" command output.
On the OCI Console, the agent is shown as "SILENT"

Case 2:
OCI Management Agent in Silent Mode Within OCI Console. OCI Management Agent cloud agent keeps stopping or getting stuck without collecting/transferring data.
Sometime in the console shows up/running but doesn't collect any data
When issue happens, we see following in mgmt_agent_client.log
2022-09-05 17:40:03,485 [SysExecutor.72 (Agent-MACSWorkExchange-poller)-15454] WARN - AgentServiceInvocation <--err--> A MultiException has 1 exceptions. They are:
1. java.lang.IllegalStateException: ServiceLocatorImpl(__HK2_Generated_10898,10898,1322818615) has been shut down
