GL Cross Reference Upload from RMS Fails with "Cannot find Service configurations" Error

Information in this document applies to any platform.
GL Account Validation from RMS fails with below error upon uploading the account segments.
Error: Cannot find Service configurations. Please contact your system administrator.
Steps to reproduce:
1. Foundation Data ->Upload.
2. Select Template Finance Administration.
3. Select GL Cross Reference.
4. Select and Upload File.
