GL Cross Reference Upload from RMS Fails with "Cannot find Service configurations" Error (Doc ID 2729933.1)

GL Account Validation from RMS fails with below error upon uploading the account segments.

Error: Cannot find Service configurations. Please contact your system administrator.

Steps to reproduce:
1. Foundation Data ->Upload.
2. Select Template Finance Administration.
3. Select GL Cross Reference.
4. Select and Upload File.
