Why There Are Multiple Goal Transactions In Status ABANDON? (Doc ID 2730074.1)

Symptoms

We have noticed that in transaction console when we try to force approve a failed transaction, received the message that transaction is not pending.
On further checks, noticed that the transaction status is ABANDON.

Why is this behavior and how can be resolved?
