[Error] - Failed to Stage App (Doc ID 2730705.1)

Goal

When staging application on VBCS 19.4.3 for the first time, the app fails with error message below.

 

Also, in subsequent tries there seems to be an issue staging, as when clicking "Open Staged Application", a blank screen is seen. Why is this happening?
