Cannot Change Group Asset Rules Before or After Creating Member Asset (Doc ID 2730706.1)

Unable to edit the 'Over Depreciate' and 'Disable' fields on the Group Asset Rules, for a group asset.

This is before creating a member asset for the group, or after creating a member asset.

The issue can be reproduced at will with the following steps:
1. Create a group asset

2. Create a member asset

3. Navigate to Adjust Assets and search for the group asset

4. Click on "Change Financial Details" button

5. Click on the Group Rules tab, the 'Over Depreciate' and 'Disable' fields are grayed out.
