PMDA PSR And ReSD Reports Performance Issue (Doc ID 2731630.1)

Symptoms

PMDA PSR and ReSD have performance issue at report generation depending on retrieving data.

There is no fixed data pattern when this problem occurs.

E.g.#1:
If ReSD Config schedule time frame dates belong to year 2019 or 2020, report is generated in a few minutes,
but when year configured is 2011 then report was taking more time for generation and report does not return any result.

E.g.#2:
Printing ReSD fails after 10 hours. (get fail status on UI after around 10 hours later)
