Visitor Users/Groups Not Found During Adding Specific Users In The Site Security Config (Doc ID 2731868.1)

Symptoms

I'm configuring the security of my web site in accordance with the following document:

Oracle Cloud Building Sites with Oracle Content and Experience
  7 Secure Sites
    Change Site Security

I would like to give access only to several users, so I choose "Specific users" option and try to add the users.  However in the "Adding Secure Site Viewers" dialog, I cannot add some users who have only Oracle Content and Experience Cloud Visitors role. I can find only the users who have Enterprise User or Standard User role.
