OCI Instance Hang Daily Due to Inexistent network.service (Doc ID 2732175.1)

Symptoms

Instance hang around 24 hours after it's started.

In the serial console the following messages are visible:

 iscsid: iscsid: connecting to 169.254.2.2:3260
 iscsid: iscsid: re-opening session 1 (reopen_cnt 2312)
 iscsid: iscsid: connecting to 169.254.2.2:3260
 iscsid: iscsid: re-opening session 1 (reopen_cnt 2313)
 iscsid: iscsid: connecting to 169.254.2.2:3260

Checking the network.service fail:

# systemctl cat network
No files found for network.service.

# systemctl status  network
Unit network.service could not be found.

# ls -l /etc/rc.d/init.d/network
-rw-r--r--. 1 root root 9198 Apr 7 2020 network
