Cannot View Questions in Library [20D.0.4]

Information in this document applies to any platform.
User with the necessary permissions to view questions in the library, yet no questions appear
Impacts both Prescreening Questions, and Disqualification Questions.
Steps to replicate
1. Log into the zone
2. Click on fluid recruiting
3. Click the hamburger menu icon in the top left
4. Click Library > Questions, or Disqualification questions
5. Nothing appears
Questions are available in Flex
The questions are available to viewed, copied from library or added when working in a requisition. But a new Question cannot be added. See below.
A translation error occurred when testing the option to Create a question within the requisition in Supportst1.
Error: the description of possible answers must be provided for all activated languages. The following translations are missing: English (Base). The requisition was only in English.<Bug 31774287> NOTE: CLOSED as Not a BUG - read bug update for explanation of expected behavior. A KM will be updated or created explaining the behavior.
