Symptoms
Converted data was imported with transaction dates prior to any periods established in the instance. First open period Xxx-12.
This is a production issue cloned to Test for a fix

The issue can be reproduced at will with the following steps:
1. covert data
2. ran cost distribution process
3. Log file shows error
