Symptoms
When performing action of Manual Spot Bid when many Lane Service Providers are available, OTM is sometimes sending Spot Bid Tenders to more Carriers than the User has selected. If the number of Lane Carriers is such that not all can be viewed without scrolling down, De-Selecting all Spot Bidders is not actually de-selecting some carriers at the very bottom of the list. When the User manually selects several Carriers, they are not aware that there are still some carriers at the bottom of the list that did not get deselected.
