Transfer Order are Shipped But Fails in Inventory Interface With Error - INV_INT_XLOCCODE (Doc ID 2737364.1)

Symptoms

Transfer orders for direct intraorg subinventory transfer
have been shipped, but are still in staging inventory
and have not been issued to the destination organization.
The inventory transactions are stuck with the following error.

ERROR
-----------------------
INV_INT_XLOCCODE - The value provided for the Destination Locator attribute is invalid. Value provided: {DESTINATION_LOCATOR}.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a transfer order with source and destination subinventory without providing a destination locator.
2. Create Item Transaction Defaults to allow shipments to be directly shipped to destination subinventory and locator
3. Pick release and confirm the picks.
4. Ship confirm the shipment.
5. Navigate to Supply Chain Execution > Inventory Management
6. From task list select Manage Pending Transactions.
7. Click on 'View Pending Transactions'
8. See the above error.
