Fusion Benefits: Open Enrollments: Getting error "ORA-20001: You need to finish allocating percentages to your beneficiaries so that the total percentage is 100" (Doc ID 2738013.1)

Symptoms

User is getting below error when trying to backout and unprocess the life event.

The message is ORA-20001: You need to finish allocating percentages to your beneficiaries so that the total percentage is 100. ORA-06512: at "FUSION.BEN_BACK_OUT_LIFE_EVENT", line 2759 ORA-06512: at line 1 .

For the 2021 Open Enrollment life event the beneficiaries total percentage is 100% for Basic Life and Supplemental Life, but for 2020 Open Enrollment the beneficiaries total percentage is less than 100%. Through Evaluate Scheduled Event Participation process the 2021 Open Enrollment gets processed. However, when trying to backout the 2021 Open Enrollment event in order to fix the beneficiaries percentage under the 2020 Open Enrollment event, user is unable to backout life event.
