Fusion Core HR: Pending Worker Auto Provisioning Appears to be Using Proposed System User Type (Doc ID 2738066.1)

Symptoms

On DEV2: 11.13.20.10.0 version, Global Human Resources

ACTUAL BEHAVIOR
---------------
Auto-provision assigns more roles to the pending worker than they should have.

They are getting Custom Employee Role in addition to custom pending worker role.

This happens for both standalone pending workers created in Core HR and those Moved from ORC.

EXPECTED BEHAVIOR
-----------------------
Pending worker should not get custom Employee role because Role Mapping has "Employee" System Person Type.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. My Client Groups > Add a Pending worker
2. Navigate to IT Console
3. Query user and check their Roles
