Work Order Less Completion Transaction showing Serial Number error

One or more of the required lot or serialized components were not provided for the parent orderless transaction.



STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Upload the attached zip file to ucm server.
2. Submit the ESS Program oracle/apps/ess/financials/commonModules/shared/common/interfaceLoader
3. Submit the ESS Job /oracle/apps/ess/scm/commonWorkExecution/massImport/materialTransactions/
4. materialTransactions ess job completes with warning
5. wie_int_errors table has the error message - WIE_WOLC_BCKFLSH_MISSING -  One or more of the required lot or serialized components were not provided for the parent orderless transaction.
