Symptoms

After the 20D upgrade, Change Orders are no longer working.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Upgrade to 20D.
2. Verify if Approvers are removed from COs or not.


BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot successfully run Change Orders.
