Symptoms
On : 11.13.20.07.0 version, GL Reports & Inquire Screens
When attempting to Publish the hierarchy,
the following error occurs.
ERROR
-----------------------
PublishHierarchies: List of Valuesets passed: xxxxxx
COA Id ::yyyy does not have any cubes
None of the COA Id's have cubes Hence Exiting..
Releasing Root AM...
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Make changes to the hierarchy
2. Publish the same.
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot Publish the hierarchy after changes.
