After inactivating Bill-to Location when the user tried to create a new change order on a purchase order
the following error occurs.

ERROR

"The value of the attribute Bill-to Location isn't valid".

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Inactivate the existing Bill-to location
2. Create a new location Bill-to location
3. Update the Bill-to location in "Manage Common Options for Payables and Procurement"

4. Create a new change order on a purchase order

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot update an existing purchase order.
